The Administrative Credential
The GSOE's Institutional Leadership and Policy Studies faculty has designed a course for the:
This course of study may be taken as credential preparation only or combined with the M.A. or Ph.D. in Education.
The combined approach is appropriate mostly for candidates seeking to merge professional certification with a broad knowledge of school problems.
Preliminary Administrative Services Credential
The GSOE has designed a 36-quarter unit Preliminary Administrative Services Credential (ASC) program for the K-12 and adult education environment.
California has a two-tier credential structure. A five-year preliminary credential is first issued after an individual meets basic credential requirements. A clear credential is issued when all requirements have been completed.
The ASC authorizes its holder to:
- Supervise, evaluate or discipline certificated and classified personnel
- Develop, assess and coordinate instructional programs
- Manage school site, district or countywide fiscal services
- Recruit, employ and assign certificated and classified employees
- Develop, coordinate and supervise student support services

Professional Administrative Services Credential
Students currently enrolled in the Preliminary Administrative Services Credential (ASC) program may apply to the Professional level if the candidate is employed in an administrative capacity with possession of a Preliminary ASC.
The GSOE's Institutional Leadership and Policy Studies group has designed a 40-quarter unit Professional ASC program for the K-12 and adult education environment.
In California's two-tier credential structure, the Professional ASC is a terminal credential that may be earned as a standalone certification or in combination with a Ph.D. in Education.
The ASC authorizes its holder to:
- Supervise, evaluate or discipline certificated and classified personnel
- Develop, assess and coordinate instructional programs
- Manage school site, district or countywide fiscal services
- Recruit, employ and assign certificated and classified employees
- Develop, coordinate and supervise student support services
